The Committee for Creating Evaluation System on Nursing Programs in Universities would like to hear the opinions of teaching staff of nursing colleges and others in various situations about the standards and systems of accreditations and evaluations proposed by the Committee, and make them more realizable. We await your comments.

Aim and purpose of evaluation trial

Colleges and universities are expected to supply the society with talented men and women while evaluating their own activities. Today, each college or university is obligated by the School Education Law to receive “institutional accreditation” by the certified accreditation agency. However, in evaluation of nursing colleges and graduate schools, it is concerned that institutional accreditation alone may not be sufficient for evaluation of their professional aspect.
For this reason, JANPU has reviewed the standards and principles of accreditation evaluation and the system of accreditation in order to build independently an accreditation system to prepare individuals who can be active and contribute to the nursing profession.
Through these efforts, JANPU expects,

1)
To clarify the contents of education which the colleges and graduate schools as the educational and research institutions should provide, and to improve thereby the quality of nursing education,
2)
To define clearly the level of nursing education (content, methods, etc.), and
3)
Ultimately to raise the level of social recognition of nursing science, to encourage the effective use of personnel and to increase the opportunities for cooperative nursing research and programs.

Purpose of accreditation evaluation

This is an evaluation aimed at the development of nursing education in the parent institutions, for which concrete measures and suggestions for improvement and innovations and the way the development for future should take will be proposed.
Accordingly, emphasis is placed not only on evaluation of the appropriateness of the curriculum but on pointing out the problems, on showing a desirable path of development, and on actively evaluating the merits of parent institutions for mutual improvement of the quality of institutional education.

Composition of evaluation items (Major items: 12)

Method of preparation of self-assessment report by the college to be evaluated

  1. According to a list of the evaluation items, conduct self-assessment, and submit a report of self-assessment.
  2. Basically, perform assessment under each item according to the following criteria for assessment, and report the results as A, B, C or D as follows:
  1. Satisfies well
  2. Satisfies
  3. There is a room for improvement. (In this case, describe the idea and plan for future action and explain the past progress and results.)
  4. Should be improved (Give description as under C.)
  1. In assessment, perform self-assessment of the sub-items under each item (being prepared separately), and determine the current status on comprehensive basis.
  2. Explain the grounds for the evaluation 3.
  3. For external evaluation by JANPU, specify the locations of data and documents serving as the grounds for evaluation.
    (Attach explanations as necessary.
    To present these, quote the description of self-assessment report by the parent college that has been prepared, and identify the relevant page(s) in the said report presented as an attachment.
    The existent data of the college under assessment, such as students’ handbook, syllabus, materials for discussion at meetings and reports of teaching evaluation by students should be attached, so that the external evaluator can verify the description.)
  4. Points to consider:
    [1] Explanation for each item should cover only the matters directly relating to the item.
    [2] The report provided by a college or university is submitted to the Committee for Creating Evaluation System on Nursing Programs in Universities(organization) in nursing field, but it will not be published as it is by the committee.
